The Organisation Registration (OR) application must be submitted together with a Course Application (CA). SWDA must approve both. If either is rejected, the application to become an SWDA-funded training provider is unsuccessful.

    Data Protection Officer as a service, complimentary for the first six months

    The Personal Data Protection Act 2012 requires every organisation to appoint at least one Data Protection Officer and to publish that officer's business contact information (section 11(3) and 11(5)), and SWDA's Terms for Training Providers make compliance with the Act your responsibility (clause 17.8(a)). A training provider handles NRIC numbers, contact details and employer information every day. 2BIRDS appoints a qualified member of its team to act as your Data Protection Officer for the first six months, while your internal team prepares to assume the role. Your organisation remains accountable under the Act.

    One course developed to the CASL framework

    You must submit your Organisation Registration with a Course Application. We will develop one course anchored to an approved CASL skill, along with the proposal, lesson plan, and assessment plan required for the application.

    Training records brought to standard, with version control

    We organise the records of the training you have previously completed, so each version is dated and version-controlled, and each course shows the following.

    • Course objectives aligned directly with intended learning outcomes.
    • Detailed lesson plans outlining learning activities for each session.
    • Rigorous assessment plans testing participant competency across all objectives.
    • Documented industry validation and learner evaluations proving programme relevance.

    We strengthen records of training that genuinely took place. We never create or back-date records.

  4. 04

    Onsite administrative support for five sessions

    Our team provides trained aides across your first five sessions to manage classroom administration. Your trainers can focus entirely on course delivery without administrative distractions.

    TPQA manual, documents and process flows

    The Policies and Operations Manual, standard operating procedures and flowcharts, written to the OR requirements and ready for the Training Provider Quality Assessment that every Registered Training Provider later undergoes.

    The Nest training management system, complimentary for the first six months

    SWDA expects accurate assessment results submitted to TPGateway and attendance taken through Singpass e-attendance. A training management system linked to SWDA's systems does this, and Nest is customised to your practice.

    Organisation governance templates

    Templates for a PDPA policy, an organisational ethics policy, codes of conduct for adult educators and marketing representatives, and employment agreements for full-time staff, freelance associates, trainers, subject-matter experts and courseware developers, drafted by practitioners holding Bachelor of Laws qualifications.

Administrative prerequisites

Three baseline requirements must be established before transacting on TPGateway.

SWDA may ask for information beyond what is listed on this page. Application fees paid to SWDA are non-refundable. Your organisation retains full statutory responsibility for the accuracy of its declarations, records, and submissions, as well as its legal compliance under the Personal Data Protection Act 2012 throughout any interim Data Protection Officer secondment.
